This document serves as the Lithuanian National Report, developed under the European Social Enterprise Monitor (ESEM) research project, which monitors the European social enterprise ecosystem.
The data for Lithuania was collected between November 10, 2023, and March 31, 2024, yielding 48 eligible responses. While this represents a relatively small sample size, acquired through a convenience sampling technique, it nonetheless provides valuable insights into the state of social entrepreneurship in Lithuania. This report presents a comprehensive overview of the social enterprise landscape in Lithuania, drawing on the survey to explore key aspects of these 48 enterprises, including their demographics, developmental stages, areas of impact, financial models, and the challenges they face.
Abstract
Social enterprises in Lithuania have demonstrated enthusiastic growth, with an increasing number of individuals engaging with businesses that create social and environmental value. While the sector has significant potential and offers innovative approaches to addressing societal challenges, its development has been constrained by the lack of a clear and coherent legal framework, as well as other important conditions. Lithuanian social enterprises remain strongly committed to creating meaningful impact, but more structural support is needed to fully unlock their potential.
